An energy audit refers to an examination of a residential building or enterprise, the purpose of which is to clarify its technical condition and efficiency of energy consumption. Energy audits are carried out by specialists in energy certification of buildings.
The Law of Ukraine «On Energy Saving» establishes that an energy audit is a determination of the efficiency of the use of fuel and energy resources and the development of recommendations for its improvement. Priorities for the implementation of energy-efficient measures in the absence of adequate funding and recommendations for the introduction of an energy management system are indicated.
According to the results of the energy audit, the most effective ways to minimize energy costs for heating the building are the use of modern mineral insulation and facade thermal insulation systems, window systems with high thermal insulation properties, optimization of heating system operation modes, etc.
Energy audit can be voluntary or mandatory according to the form of conducting it.
With the consent of the head or owner of the object, a voluntary energy audit can be carried out at the request of the interested entity.
Mandatory energy audits are carried out by order and at the expense of interested executive bodies or local self-government bodies in respect of state-owned objects, the list of which is approved by the Cabinet of Ministers of Ukraine or a body authorized by it.
On the basis of the energy audit, an Energy Efficiency Certificate must be created - a document of the prescribed form, which indicates the indicators and class of the energy efficiency of the building, gives recommendations for its improvement, as well as other information about the building and its separate parts, for which the certification was carried out.
Today, the Law of Ukraine "On Energy Efficiency of Buildings" regulates the concept and process of energy efficiency certification as a type of energy audit. Certification of energy efficiency and inspection of engineering systems of buildings may be carried out exclusively by a certified audit specialist and a certified specialist in engineering systems inspection.

The energy efficiency certificate is drawn up on the basis of an energy audit. Its validity period is 10 years. This certificate must have the following elements:
Article 7 of the Law of Ukraine "On Energy Efficiency of Buildings" defines the following objects of certification of energy efficiency of buildings for which it is mandatory:
1. construction objects (new construction, reconstruction, capital repair), which according to the class of consequences (responsibility) belong to objects with medium (СС2) and significant (СС3) consequences;
2. state-owned buildings with a heated area of more than 250 square meters, which are often visited by citizens and in all the premises of which state authorities are located;
3. buildings with a heated area of more than 250 square meters, in all of which local self-government bodies are located (in the case of thermal modernization of such buildings by them);
4. buildings in which thermal modernization is carried out, for which state support is provided and which results in the achievement of the energy efficiency class of the building not lower than the minimum requirements for the energy efficiency of the building.
The result of the energy audit is a compiled Recommendation report or Certificate of energy efficiency.
A recommendation report is a document developed on the basis of current regulatory documents and compiled by an audit specialist, which allows the customer to make a decision on the implementation of energy-efficient measures in the building.
